City Housing Rehabilitation Programs

The City of Chandler's Housing Rehabilitation Programs are designed to provide low- and moderate-income homeowners with assistance necessary to improve their living conditions and elevate neighborhoods within the City.

Attention: Housing Rehabilitation Program and Emergency Home Repair applications are currently being accepted.

Moderate Rehabilitation Program
This program is designed for low to moderate-income homeowners and provides no-interest loans to improve the condition and safety of owner-occupied homes. The loans are intended to help rehabilitate single-family homes in extremely poor condition where health and safety issues are present.

Program Highlights
  • Provides up to $50,000 for home improvements
  • 50 to 100 percent of the loan is forgivable depending on income
  • Relocation assistance available in some cases
  • Priority given to elderly and homes in targeted areas
Types of Repairs
Rehabilitation projects can include repairs to bathrooms, kitchens, foundations, painting, smoke & carbon monoxide detectors, ceiling fans in living areas, and the replacement or repair of roofs, floors, ceilings, walls, windows, cabinetry, patio covers, doors, plumbing, electrical, HVAC systems, and other work approved by Community Development Division.

  • One-year proof of home ownership
  • Must meet income qualifications
  • Incomes from occupants over 18 must be reported
  • City Code compliant
  • Rentals and home businesses DO NOT qualify
  • Homes with second or reverse mortgages are not eligible

Exterior Improvement Loan Program
This program provides no-interest forgivable loans for exterior improvements to single-family homes, condos and townhouses of low to moderate-income homeowners.

Program Highlights

  • Provides up to $20,000 for exterior home improvements (based on need)
  • 100 percent of the loan is forgiven over 5 years
  • Priority given to specific geographic areas within the City of Chandler

Types of Exterior Improvements
Replacement and/or repair of windows/exterior doors, roofs, exterior painting, fence/ walls, stucco, front yard landscaping, security doors, concrete drives, pool fence, front porch lighting, weatherization, and other work approved by Community Development Division.

  • Incomes from occupants over 18 must be reported

  • Rentals and home businesses DO NOT qualify.

Home Modification Program for Persons with Disabilities
Nearly 20 percent of the U.S. population has disabling conditions, yet less than one in every 10 homes is designed to accommodate the needs of this growing population. This program helps low to moderate-income persons with disabilities modify their homes so they can continue to live safely and comfortably.

Program Highlights

  • Provides up to $10,000 for home modifications
  • Single family homes, condos, townhouses and mobile homes are eligible (if land is owned)

Types of Home Modifications
Widening doorways to accommodate wheelchairs, installation of wheel chair ramps, grab bars, railings, door hardware, modifications to showers, sinks and toilets, abatement of lead-based paint, and other work approved by Community Development Division.

Emergency Home Repair Program 
This program focuses on providing expedited assistance in addressing substandard conditions which pose a serious threat to health, safety, and welfare of the household or affecting the immediate livability of the home.

Program Highlights
  • Provides up to $10,000 for repair of major home systems
  • 100% of the assistance is forgivable

  • HVAC, plumbing, roof and electricity

  • One-year proof of home ownership
  • Must meet income qualifications
  • Incomes for occupants over 18 must be reported.
  • Rentals and home businesses DO NOT qualify.
