|Industrial Pretreatment Program
The City of Chandler’s Industrial Pretreatment Section is responsible for enforcing all Federal, State, and Local pretreatment regulations authorized by the Clean Water Act. This includes monitoring and inspection of all Significant Industrial Users (SIUs) within the City. The Pretreatment Section is also responsible for inspecting oil and grease interceptors at all commercial facilities within the City.
Specific objectives of the Pretreatment Program:
- To prevent the introduction of pollutants into Publicly Owned Treatment Works (POTWs), which will interfere with the operations of a POTW, including interference with its use or disposal of municipal sludge;
- To prevent the introduction of pollutants into POTWs, which will pass through the treatment works or otherwise be incompatible with such works; and
- To improve opportunities to recycle and reclaim municipal and industrial wastewaters and sludges.
All non-residential users of Chandler’s POTW are subject to the City’s 2013 Wastewater Pretreatment Program (PDF) and must complete and submit a Wastewater Discharge Questionnaire (PDF) prior to discharging any wastewater to the POTW.
The national pretreatment program identifies specific discharge standards and requirements that apply to sources of nondomestic wastewater discharged to a POTW. By reducing or eliminating waste at the industries (“source reduction”), fewer toxic pollutants are discharged to and treated by the POTWs, providing benefits to both the POTWs and the Industrial Users.
The City of Chandler Pretreatment Section is available to assist the Industrial User in meeting all applicable Pretreatment Requirements. However, it is the Industrial User's responsibility to determine the applicable Federal and City discharge requirements prior to discharging wastewater into the City sewer system. An Industrial User must determine whether any of the Federal Pretreatment Categories (PDF) apply to the specific manufacturing operations conducted at their facility.
Pretreatment fees are authorized by Chandler City Code Chapter 50-13.
